摘要：
E-government has, achieved great development in China, but the development is unbalanced with the Midwest lagging behind the East For the Midwest there are many problems hindering its development: institutional minds, digital gap, low quality of the governor, and lack of talents. These problems should be attended so that the Midwest can go hands in hands with the pace of the whole country.
