Preliminary Discussion on Construction Land of Flood Control Projects on the Lower Yellow River

Projects of reinforcing embankments by depositing and waterproof wall are mainly used on the Lower Yellow River. In this paper, the important effects of these measures in eliminating hidden danger of embankments, flood-fighting and improving eco-environment are analyzed. Through comparing these measures, it has a conclusion that reinforcing embankments by depositing takes an important role, and then the management mode of land expropriation and its important effects are discussed. Under the situation that land managements at the national and local increased and farmer' arable lands reduced, the land expropriation management mode about flood control constructions need innovating and improving. Departing from the requirements of the national land policy, economic and social development on the lower reaches of the Yellow River, the new land expropriation management mode is put forward that warping works are part of the flood control projects. In order to ensure the security of flood control projects, the manage department of the Yellow River expropriate the permanent occupation land of the projects of reinforcing embankments by depositing, at the same time, the silt body land also be used for farming. In the process of land expropriation, the farmers are paid fee of construction land compensation for agricultural production. The new land management mode is that, the water conservancy infrastructure is invested by the national, and the farmers acquire incomes from planting and the manage department of the Yellow River manage the construction land. The crop growth conditions on the lower reaches of the Yellow River, the reclamation design of silt body land, the tillage soil thickness and the soil composition are discussed in the paper. For the sake of long term farming in silt body land to farmers, reasonable invest and feasible management mode are analyzed. This paper puts forward the opinion of management.
