Comparative study of leadership competencies of civil servants in the Republic of Korea and the Russian Federation

摘要
Currently, serious transformation processes are taking place in the public sectors of Russia and Republic of Korea. Global challenges that require more advanced competencies of civil servants, primarily related to the readiness to take on a leadership role, as well as current trends in the development of the civil service require the study of the similarities and differences of these competencies. The article is devoted to this topic and aims to answer the following research questions: 1) how do civil servants in Korea and Russia assess the importance of leadership competence developed in educational programs? 2) what are the differences in leadership qualities and management styles between government officials in South Korea and in Russia? The results of an empirical study conducted on a sample of civil servants in these two countries are discussed. The issues of construction and implementation of educational programs for the development of leadership competencies of civil servants are considered. The results of the study show that Russian and Korean civil servants have different priorities in the learning process. We can also talk about different dominant corporate cultures in the Russian public sector and in the Korean one. The corporate culture of the former is characterized by a transactional leadership style, while the latter is characterized by inclusive leadership.
