The China Fusion Engineering Test Reactor (CFETR) is a new Tokamak device. Its magnet system includes the toroidal field (TF), central solenoid, and poloidal field coils. The TF coil is one of the most important parts of the comprehensive research facility for fusion technology (CRAFT), targeting the manufacturing of a prototype TF coil for the CFETR. The main body of the CRAFT TF coil is "D" shaped, which is made of high-, medium-, and low-field coils by embedding and stacking. To verify the insulation design and manufacturing process of the TF coil, a 3 x 3 mock-up with the same insulation structure as the TF coil is manufactured and tested. In this article, the manufacturing procedures and test results of the TF coil 3 x 3 mock-up are described in detail, including turn insulation wrapping, conductor stacking, wrapping of the co-wound tape and co-wound wire, ground insulation wrapping, and vacuum pressure impregnation (VPI), as well as testing the electrical properties of the coil model after VPI.
