摘要
In Mexico, higher education has been prioritized through the 2019 General Law of Higher Education, which aims to guarantee equitable access to high-quality, free education that promotes social, scientific, technological, and innovative development. This study proposes a model to optimize state public universities' performance in Mexico, with organizational culture, self-evaluation, knowledge management, and institutional budget as crucial variables. The methodology adopted is quantitative and is based on a survey of 546 teachers, administrative staff, and managers of thirty Mexican universities, as well as creating a database of performance indicators. Based on these findings, a model adapted to the environment's needs is developed to promote innovation, scientific research, and the social impact of universities.
