摘要：
The major landmark for environmental impact statements in North America was established in the enactment by the U. S. Congress of the National Environmental Policy Act of 1969. Since that time a whole new planning and legal process has developed in the U. S. which has in turn been adopted, in part, in Canadian jurisdictions.
