There are many applications for a gamma-ray detector which has a background more than two orders of magnitude lower than a standard; low background; intrinsic-Ge; Compton-suppressed spectrometer; including the study of neutrinoless and two-neutrino double beta decay. This paper describes a series of experiments performed to develop an ultralow background detector with a 135 cm' intrinsic Ge diode in three different environments . The baseline experiment involved a typical low level counting facility . Sources of background were identified; and a baseline background was measured as a function of energy . An extensive program; carried out over several years; identified clean sources of material and evaluated their radiopurity. A cooperative program between the Pacific Northwest Laboratory (PNL); the University of South Carolina (USC); and Princeton Gamma Tech; Inc. (PGT) was developed; and a new cryostat was built from materials identified from the radiopurity measurements. The detector was then tested above ground in a combination bulk and partial cosmic-ray anticoincidence shield . The detector was then moved to a site in the Homestake gold mine in Lead; South Dakota; where 1438 m of rock overburden provided a water-equivalent thickness for cosmic ray at- * This work was supported by the US Department of Energy under Contract No .
