Robust Expansion Planning of Transmission Network Considering Extreme Scenario of Wind Power

With the rapid increase of permeability for wind power integration, the randomness and volatility of power systems are significantly aggravated. To address the impact of large-scale wind power integration on transmission network planning, an expansion planning model of transmission network considering the connection of wind power is established, which minimizes the summation of investment cost and operation cost. The model can be reformulated as a mixed integer linear programming with auxiliary relaxation variables. Furthermore, the physical concept of extreme scenario of wind power is proposed, and then the two-stage robust transmission network planning method based on the extreme scenario of wind power is developed. The prospective transmission lines are decided in the first stage with investment expansion constraint to ensure that the random fluctuation of wind power can be captured in the operation through various adjustment of the second stage. Being in line with the characteristics of robust planning model, a two-stage algorithm based on Benders decomposition is deployed to derive a optimal robust planning scheme. Finally, extensive numerical studies on the Garver 6-bus and IEEE RTS 79 systems are presented, which demonstrates the effectiveness and practicability of the proposed model. © 2019 Automation of Electric Power Systems Press.
