European regulations for the development of digital competence within the framework of the "Europe 2020-2030" strategy

摘要
Changes occurred in recent decades related to digitalization and the development of skills have made necessary to approve regulatory regulations to ensure that European Union citizens emerge as competent citizens. For this reason, and to democratize the development of skills, and even more so digital skills, the European Commission has led the development of strategic plans for action that have been adapted, for implementation, in the EU member countries. In this sense, the purpose of this study has been to identify and analyze the existing regulations in the EU and in Spain to understand the mechanisms for promoting digital skills and digital scenarios within the framework of the 2030 Agenda. The technique used has been content analysis, typical of qualitative methodology. The instrument for data collection and analysis has been a descriptive matrix. As a result, the regulations in this regard have been outlined, identifying their contribution to achieving the objectives of the Agenda. The conclusions show how, even though there are numerous plans for action, there are many objectives that still need to be met to achieve the goals defined in the 2030 Agenda for the digitalization of territories and people.
