摘要
Forestry firms in Canada are regulated by restrictions which define various types of forest tenures. In regulating the behavior of forestry firms, tenures affect rent distributions and resource allocations. A survey method is developed to assess the relative costs of restrictions to tenure holders and to identify regulations which are of potential importance in affecting distributions and allocations. The method is applied in a case study in British Columbia. Results identify those tenure requirements which are most costly to tenure holders and show all regulations surveyed to be of potential importance in influencing rent distributions and resource allocations.
