摘要：
This paper examines the use of non-linear price structures in the context of the demand for energy. Such structures are attractive because they permit policy-makers to meet the objective of equity without sacrificing that of resource mobilization and economic efficiency. The paper concentrates on two aspects of this issue. The first is the accurate forecasting of demand in the presence of such price structures and the second is the design of the optimal non-linear tariff given some suitable welfare loss-minimizing criterion. In addition to looking at the theoretical aspects of the problem, the paper also has some illustrative results on forecasting demand with non-linear electricity tariffs in Pakistan. © 1990.
