MANAGEMENT CONTRACTUALISATION IN THE BRAZILIAN PUBLIC SECTOR: PROPOSED GUIDELINES

摘要
The article deals with the implications of the processes of contractualisation management in the Brazilian public sector from the results of exploratory research, originated the conception that the state by means of contractual instruments, transfers to non-state entities executing certain public services. Meantime, the state and its institutions remain responsible for the implementation of specific services to society. Plays the role of regulator and oversight, so that services are rendered effectively. The management of government contracts has been established as an activity able to impose itself as a process through clear management strategies, maximizes positive impacts for citizens through the effective relationship between government, market and society. The objective of this study is to develop a set of guidelines for management of the Brazilian public sector contractualisation. The method used is deductive, whose approach implies the development of a conceptual and theoretical framework. Characterized the problem, from the theory and synthesis, identifying the key factors that contribute to the occurrence of the variables that affect the contractualisation process. The research result makes it possible the establishment of referential framework that contributes to present what are the consensus guidelines for management contracts.
