摘要
Intelligence, now ingrained into all major law enforcement agencies, is expanding into mainstream business practices as "competitive intelligence.'' It is absorbing enormous resources, and not just in the traditional intelligence agencies. As government agencies become more accountable, their senior management must ensure that resources are not only well used, but can be demonstrated to have been well used. As intelligence professionals with extensive experience in the field of complex transnational organized crime, we have developed a model of criminal intelligence which we call Fractal Intelligence. This model focuses on both understanding and managing the process.
