摘要：
Knowledge, skill and motivation level is known as "personnel capital", or labour asset and is composed of investments. It is known that education and qualification level advance causes labour quality increase and, hence, national income growth. Labour asset investing is considered to be prime economic efficiency increase reserve by the contemporary personnel administration school.
