摘要：
In article expediency of use of economic-mathematical tools for support of adoption of administrative decisions on use and capacity-building of water resources of the territory within strategic approach to achievement of balance of interests of all participants of the market, including the state as macroregulator, the quasiowner and the institutional intermediary is shown.
