Some reflections on the analysis of health policy implementation at the local level. The case of Primary Health Care (PHC) in the Municipality of La Plata

摘要
In this work, the approach taken part in an investigation of the dynamics involved in the construction of public health policies through a case study. The case is constructed taken to primary health care as a nodal point in particular have been considered participatory processes are supposed central part of this. This was taken as the unit of analysis to those directly involved in implementation of actions aimed at strengthening the Primary Health Care (PHC) locally. We conducted a qualitative empirical survey, carried out in two stages, with a total of 42 interviews with staff from the Centers for Primary Health Care in the Municipality of La Plata. Among the findings is an overview of the dynamics inherent in the implementation of the PHC, particularly with regard to participatory processes, considering what happened in almost a decade.
