Nonrelativistic ions of the H and VH groups have been observed at an altitude of about 300 km in the region of the near-earth space with a rigidity of magnetic cutoff several times greater than the magnetic rigidity of particles with charge equal to the charge Z of the nuclei. It is shown that these particles do not originate in the magnetosphere. An estimate of the effective charge Q of the ions gives Q/Z < 0.1-0.2 for 13 < Z less-than-or-equal-to 26.
