A NEW APPROACH TO PLANNING OF TELEVISION AND SOUND BROADCASTING NETWORKS

Many years of practical experience in utilization of the rf spectrum has shown the advisability of long-term frequency planning. From time to time, actual frequency plans are re-examined and new ones are formulated when a new frequency band is introduced. For example, during the early 80s in the USSR, the frequency plan for a network of television (TV) broadcasting was reviewed and, today, in connection with the conversion to stereophonic radio broadcasting, a frequency plan for a VHF FM network is being reconsidered. The absence of procedures for automated (computerized) planning of TV and radio broadcasting networks requires, in reviewing frequency plans, considerable time and material outlays. In this paper, the authors propose a potential procedure which, if introduced, would lead to considerable acceleration and cost reduction of the effort involved in the frequency plan review.
