CURRENT TRENDS OF DEVELOPMENT OF TRANSNATIONAL EDUCATION AND THEIR IMPACT ON DEVELOPMENT OF HIGHER EDUCATION IN KAZAKHSTAN

摘要
This paper examines the most well-known examples of transnational higher education intensively developingfor last fifteen years. Key principles of unprecedentedly rapid development of transnational education are: inevitability of globalization process, need of education market in developing countries, development of distance learning, academic mobility and mobility of intellectual resources. One of the effective strategies of development of transnational education that some countries implemented is creation of educational hubs, successful models can be found in Middle East and South East Asia. This article highlights the most well-established educational hubs and makes an attempt to analyze the factors behind the success of these initiatives based on the example of mentioned regions. The article also discusses the unique case of creation of Nazarbayev University, which demonstrates one of the bold and innovative approaches: creation of research university "from scratch" by developing partnership with world class universities.
