THE SUBNATIONAL IN THE FRAMEWORK OF LATIN AMERICAN INTEGRATION

The article handles the determinants that allow the resurgence of the problems if the regional development. It emphasizes specially in the 80's decade events as the reconstruction process of the Latin American States and their economies. This process is conditioned by external factors, as the necessity of a favorable insertion in an increasing opening of the economy. The confluence of the factors mentioned above. represents the contest that principally determines the importance of a regional organization in the interior of each country to the international insertion process of the Latin American countries.
