摘要：

In the present paper is to offer, from the political and constitutional perspective, an overview of the major events that have occurred in the European Union during 2009- 2010. The entry into force of the Treaty of Lisbon on 1 December 2009 and the Spanish Council rotating presidency between January and June 2010 are two of the main issues. We also realize other aspects related to the activity of European institutions and provides an overview of the field of EU enlargement.
