摘要：
The author considers new trends in the EU promotion of innovations, designed to secure its economic shift to the innovative development model. The main concept, institutional and organizational format and mechanism of formation of the Innovation Union are explained. The prospects for the further decade are assessed. The author formulates conclusions, useful for the Russian theory and practice.
