In planning for the next generation of managerial staff, Quebec's Office des resources humaines conducted a study profiling the managers of the future. The study has been used by the commission to better understand the needs of the next generation of managers for the public service in Quebec. The commission was set up by the Ecole nationale d'administration publique in 1992. This article first examines the method used to obtain the characteristics of the profile. These were gathered from more than 20 senior public servants questioned as a group, and from some 50 highly successful executives who were interviewed individually. The study showed that managers excel in a variety of situations because they are able to offer services to their clientele, plan strategically, adapt to change, and acquire experience and a diverse body of knowledge. In addition, they must convey such values as transparency, fairness, discipline, respect and a balanced life. The characteristics reported by the two groups of participants in the study are more or less the same, but differences can be noted in their ranking.
