Analysis of investment allocation within state and private companies of the Brazilian electric power sector

摘要
This paper examines the allocation of resources within the state-owned and the private enterprises that structure the Brazilian electric power sector during 1995-2005, as well as the contribution of their investment strategies to the sustained development of the sector. In the first part, the article provides an assessment of the evolution of the average energy tariff compared against the different price indexes of the economy and its possible impacts on energy consumption and on the companies' financial results. It then analyzes the investment behavior of state and private companies in the electric power sector during the period by referring to two models of investment determination in different contexts. The paper points out that state-owned enterprises are still needed in the new regulatory model and stresses the important role they play in adjusting the allocation of resources in order to promote sustained development in the Brazilian electric power sector.
