OPEN ACCESS AND FREE KNOWLEDGE IN INSTITUTIONS OF HIGHER EDUCATION: FROM RESEARCH AND RELATED EXPERIENCE TO THE SUSTAINABILITY OF FREE KNOWLEDGE PRACTICES IN UNIVERSITY EDUCATIONAL INSTITUTIONS

摘要
The historic mission of the educative institutions, formal or not formal, to disseminate the human knowledge which run the risk of being incomplete if they don't set institutional policies to promote initiatives for the transfer and open diffusion of knowledge, so that broke the walls where it originates to be taken for the humanity in expeditious and wide form across the different media. It's necessary to start a process of reflections on the theoretical, technical and legally backgrounds which allow to the Institutions of University Educations, the elaboration of institutional policies and practices for the creation of a culture for open publications with no restrictions of their intellectual creation. This essay represents reflections as activist of Free Knowledge in two public Venezuelan universities and the investigation was done about projects of sustainability of practices for the open access of the intellectual creations by institutions of higher education.
