THE REFORM OF THE COORDINATION OF SOCIAL SECURITY FAMILY BENEFITS AS A RESPONSE TO POLITICAL AND ECONOMIC CHANGES IN THE EU

The regulation of family benefits shows a great variety in terms of typology and economic value. However, Regulation (EC) 883/2004 on the coordination of social security systems applies common coordination rules for all types of family benefits. However, the reform proposal considers it desirable to diversify its coordination to a certain extent by identifying a special category of family benefits, family benefits intended to replace income during child-raising periods, with specific coordination rules to establish a closer link between the beneficiary of the family allowance and the competent Member State for recognition and payment, stating the individual and personal nature of family benefits linked to the beneficiary's professional activity.
