Public Policies, Institucional Agenda, Development Plan, Social Actors. This paper aims to demonstrate the importance of Public Policy and Institutional Agenda for a public administrator, to some extent, depend on them fulfilling its development plan and the satisfaction that the governed have with your ruler, therefore, all ruler should have the calendar as a navigation tool.
