The model of the results-based management in Minas Gerais: analyzing the experience of the Estado para Resultados Program

This paper aims to investigate the process of development of the results-based management in Minas Gerais, label of the second policy generation entitled Management Shock. The main goal is to analyze the composition of the Estado para Resultados program (EpR), its construction process and operating structure behind the program. The research method used is the grounded theory. This paper presents a theoretical discussion aimed at defining the concept of the results-based management in the public sector. The implications of this discussion are illustrated and problematized in a case study of the EpR, based in its background stemming. Finally, the conclusion that the EpR is a particular hybrid model of Minas Gerais's management and that aims primarily achieving the government strategy and support the decisionmaking processes in the state.
