摘要：

This article presents the results of a larger work linked to the study of educational public policies on the upper level that includes the transition from Mexican State for the 1988-2006-2011 period compared with certain features of education institutions higher in our continent. Especially we present a brief summary of the last chapter of that investigation, which complement some generic conventional public universities facing the challenge of incorporating the ESaD of countries like Brazil, Venezuela, Chile, Argentina and Costa Rica, Peru, Colombia, among other countries in the region.
