摘要
OECD-Sigma paper no. 42 Regulatory Management Capacities of Member States of the European Union that Joined the Union on 1 May 2004 has been reviewed. The paper analyses regulatory capacity and better regulation, policy development, better regulation tools, enactment by parliaments, enforcement and compliance in ten new EU member states. Croatia has joined better regulation policy as a latecomer, by establishing HITRO.hr office and Office for regulatory impact assessment. Both attempts have been unsuccessful. The reasons are lack of adequately educated experts in public administration and better regulation field.
