The development of the subject aims to critically examine the legal, doctrinal and judgment about the concepts and understandings of the urban environment provisions. Specifically, the work will trace all doctrinal, conceptual and legal lines which advanced in environmental law, which will allow the adequacy of the legal developments more congruent with social norms and urban reality. With such considerations and detailed analysis, will be open to the local municipalities to legislate on economic fields of advertising and propaganda whose matter is linked to the environment and urbanism, on which the city is authorized by the Constitution of the Federative Republic of Brazil 1988.
