摘要：
The Institute for Quality Management and Organizational Development in Libraries and Universities (IQO) at Stuttgart Media University focuses on two institutions which actively brought forward quality management in the public sector in recent years. Based on the Total Quality Management approach, additional management and controlling tools are developed to initiate and support change processes in libraries and institutions of higher education.
