Bidding is an important activity of enterprises and governments to purchase projects, products or services designedly and preparedly aiming at specific targets. It is a widely used and organized market transaction behavior. Its purpose is to obtain the best projects, products or services at a lower price. The criteria for evaluating bid winning are affected by projects, goods, service scope, bid section (bid packet) division, quantity, qualification requirements of bidders, and etc. in the bidding activities. Bidding mode selection is the basis of optimal bidding, and it will be influenced by time, secrecy, the number of bidders, the size and scope of the bidding enterprises. In the paper, the bidding activities of standardized products (services) were studied. Game theory method was adopted to analyze bidding mode selection and corresponding control strategies. The optimal bidding and control strategies of standardized products (services) were obtained.
