Abstract—: The desire to increase the reliability of the Unified Energy System (UES) of Russia resulted in a decrease in the availability of electricity. At the same time, the cost of maintaining excess generation and network capacity was incumbent on electricity consumers. This led to the mass construction by consumers of their own distributed generation. The consideration of the volume of distributed generation will make it possible to reduce the nonmarket burden in pricing. The emergence of local public smart grids will reduce the negative impact of cross-subsidization. Changes in the institutional environment are required to make the transformation of the UES of Russia orderly and predictable. © 2022, Pleiades Publishing, Ltd.
