This paper presents the foundations of a dynamic theory of collective action. Firstly, the role of public entrepreneurs in processes of institutional development is characterized. Secondly, the protagonists of social change are analyzed in regard to their motivation, strategic options, levels of action, and specific capabilities. A new perspective on successful collective action is opened up. © 2001 Kluwer Academic Publishers.
