摘要：
Most projects need to deal with uncertainties that may influence project accomplishment. This paper addresses uncertainties related to general conditions, and focuses particularly on the evaluation of human, organizational and management conditions. Why, when, and how uncertainties related to general conditions should be evaluated are the main parts of the work summarized in this paper.
