摘要
Based on the thirty-three indexes determined by the group of subject "Research on the performance evaluation of Chinese government" of the state ministry of personnel affairs, the problems on the index weight deficiency for the above assessment index systems have been studied by the analytic hierarchy process. With Heilongjiang provincial government as an example, an application research on thirty-three indexes raised by the subject research group for the performance evaluation of the government has been developed in this paper. In order to determine the difference of in importance of the indexes, the relevant specialists were invited to assess the importance of every index. The data from the specialists were conducted statistical processing by the analytic hierarchy process, and the rational weights of the indexes determined by the subject group were obtained. As a result, an application tool was provided which could facilitate the quantization of operation for weighting the performances of local governments.
