摘要
The assessment of the capacity for climate change adaptation (CCA) in Hubei province has been investigated to understand the level of existing capacity and identify future priorities. Five elements of capacity were investigated in this study: (1) Knowledge of vulnerability and adaptation; (2) technical competences; (3) financial resources; (4) policy and planning; (5) management and operations. The data were collected from interviews with informants among many fields such as agriculture, water resources and ecosystem. Results showed that the informants noticed adaptive capacity was restricted, especially in terms of financial resources, policy and planning, management and operations, and addressing these factors was ranked as the highest priority.
