摘要：

This study explain the incorporation of persons with disabilities of the rights to active suffrage, especially in Spain, but also addressing the situation that exists in the countries of the European Union. Incorporation is based on the International Convention on the Right of Persons with Disabilities, approved in 2006, and which aims "to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity".
