摘要
The 21st century is presenting new challenges and new developments for GCC States. In order to cope with the hopes and aspirations of their peoples looking forward to a better future for their coming generations, GCC States are planning to reconsider all available opportunities and restraints imposed upon them as a result of globalization. Business development is an important activity of national governance as it significantly impacts social economy and social life. This paper is aimed at providing the entrepreneurship platform, the need to design innovative business models and the significance of social innovation as a strategy toward achieving public welfare of GCC States. However, an effective e-governance leadership that engages in knowledge management activities and information assurance will become the driver of a knowledge based economic society toward achieving GCC goals. So the performance criterion for e-governance is also suggested.
