The relevance of the my research is determined by the problems experienced by the European educational systems in connection with the increasing migration activity waves. Political and economic world crises, wars, and demographic instability entailed a threat to identity preservation by the national education systems. The objective of the paper is to examine the problem of the adaptation of migrants and refugees using the example of the German dual education system and efforts to resolve it by the federal government, the Federal Institute of Vocational Education, chambers of commerce, and industry and professional schools. The leading research methods were the scientific text analysis, expert interviews, and content analysis of empirical materials. As a result of the study, difficulties arising when migrants or refugees are involved in vocational education in the Federal Republic of Germany (FRG) were identified; necessary conditions for effectiveness and sustainability of the dual education system as the national identity product were determined. The study materials can be useful for the researchers of the vocational education system of those countries with a high migration activity to determine mechanisms for responding to globalization changes, as well as vocational education systems of the countries seeking to borrow the German dual education experience in order to create conditions for the effective functioning of a similar educational model.
