摘要
Emission permits trade system is designed to initiate market mechanisms for environmental protection, which is of great significance for the development of low-carbon economy and recycle economy. Since the 1990s, the trial work of emission permits trading has been carried out in more than 10 cities or provinces in China. And such work has also been carried out in Tangshan and other cities of Hebei Province since 2008. Thus, summarizing the experience of early effects and providing improvement strategies are of great importance. Based on the analysis of the present situation and problems of emissions trading in Hebei province, compared with the relative practice of domestic and overseas, this paper puts forward four improvement strategies of emissions trading for Hebei province.
