摘要
Although not relating explicity to the taking into account, in name of environment, of natural risks in the developing process of the twenty Mediterranean rim countries, the international mandate of the Plan Bleu enables to arise the increasing vulnerability of population especially to the "Mediterranean flood" risk. The trend evolution of the littoral localization of population, infrastructures and activities proves to be more alarming and justifies a fast inflection in order to reduce risks in terms of impacts on goods, people and development prospects.
