The transformation of government supervision over construction engineering quality in China

The work system of government supervision over construction engineering quality launched in the mid of 1980's in China is adapted to suit for the requirement of market economy. By analyzing this problem from three facets-work content, work pattern and work method, the paper concludes that (i) work content should be transformed from current supervision, examination and evaluation of engineering entity quality to improving work quality to guarantee engineering quality, carrying out total quality control, giving first place to prevention, conforming to environment consciousness and sustainable development strategy. (ii) Work pattern is transformed from current empowering enforcement, inspecting every spot, "looking and asking", "imparting, helping, guiding" to delegating enforcement, random sample inspection, employing monitoring device, and enforcement supervision. (iii) Working manner should exhibit the internationalization of laws, rules and criteria, the legalization of the supervision enforcement modernization of the supervision means and scientification of supervision method.
