摘要：
This paper explored government service delivery new mode, analyzed operating mechanism and feedback relationship of the four sections (planning, bidding, supervision, and evaluation subsystem) on the process management. Using the system dynamics theory method, we investigated variable relationship and parameter estimation, constructed the system flow graph structure model. Utilizing the case of the NJ city, GL district historical data, we simulated and predicted the process of government purchase pension service, and finally proposed policy recommendations for the strategic decision of process management mechanism by simulation and prediction results.
