A Discussion on the Management System of the Public Water Engineering Project

After analyzing the development of the process of project construction and management in China, the author highlights three types of water engineering project. These include the business project, the non gratuitous service project and the social service project. Advices are provided about legal person for projects as follows (1) to establish the management agency; (2) to establish the perfect rules and regulations; (3) to establish the system of inspection and examination and to ensure enough operation costs are available. To improve the management of social service project, there are some suggestions given about the system. It is important to establish the relevant policy and encourage the private funding on loan; (4) to establish the monitoring system for projects; (5) to establish the perfect trading market and to normalize the design and construction market.
