摘要：
There are a lot of problems about the management of public project in China. Based on the lessons from abroad, this paper tables a reform proposal with creativity to look forward to avoid public project out of control and release financial investment pressure, in which suggest building a uniform bureau of public project management in the core management layer, establishing a trisection mechanism which contain building, controlling, and using in the middle layer, consummating monitor and duty clear mechanism in the outsider layer.
