Research on Evaluation of Investment Environment for Chinese Textile and Garment Enterprises

With the continuous promotion of Belt and Road Initiative as well as production capacity cooperation among international community, more and more Chinese enterprises are accelerating their pace of "going out". The COVID-19 pandemic in early 2020 has now spread to more than 200 countries and regions around the world. Some experts have predicted that the COVID-19 outbreak may lead to an intensified trend of "anti-globalization". Under such circumstances, China should focus itself on the Belt and Road strategy, adhere to the principle of globalization, and consolidate its relations with countries along the Belt and Road to further enhance its global influence. In order to help Chinese enterprises to increase the success rate regarding overseas investment, this paper selects 25 indicators from the aspects of political, economic, legal, industrial development, social and cultural environment, in order to construct the evaluation index system of overseas investment environment for Chinese textile and garment enterprises. In addition, the paper combines the entropy weight and TOPSIS method to establish an evaluation model. It carries out an empirical analysis of the textile and garment investment environment in eight countries as recommended by the Belt and Road Textile Conference of 2019 held in Jiangsu. The results show that Vietnam provides with the best investment environment, followed by Cambodia, Uzbekistan, Egypt, Bangladesh, Kenya, Myanmar and Ethiopia. This research not only constructs the index system and the model of investment environment evaluation, but it also provides reference for overseas investment decision-making process as well as environmental evaluation.
