摘要
This paper explores the available policies for the emissions control of carbon dioxide, which is a representative negative externality case in climate change issues. A brief introduction on three main approaches, including regulations, taxes and emissions trading, is given. Then comparison and analysis of these policies follows. Lastly, it explicates the good properties emissions trading own that make it become a proper climate change policy.
