摘要
The objective is to analyze the municipalization of elementary schools in the state of Sao Paulo, through academic articles from 1996 to 2019. It was a bibliographical investigation carried out in the scope of the Study and Research Group in School Organization - DEFORGES. This municipalization had, initially, massive and continuous adhesion of many municipalities, motivated mainly by the connection between enrollment expansion and fund increases for education. Furthermore, it may have contributed to the universalization of access to elementary education and to the precariousness of the provision of basic education of social quality, in addition to having been pseudo-decentralizing and pseudo-participatory. A positive aspect of this municipalization was the creation of municipal education bureaus, councils, plans and statutes.
